When hangtags and price tickets are attached to garments or fashion accessories, they are typically attached by swift tacks.  The swift tacks are the small plastic items that are attached with a tagging tool.  I am referencing them as being made of plastic, but technically, they can be made of Nylon or Polypropylene, and possibly other materials.

Swift tacks will vary in length, material, color, tensile strength.  If you are planning to order them, make sure to check with the supplier to find out how many come in a clip.  Also, if they are connected on non-connected.  Be certain that you have the proper tagging tool.  Different times of tagging pins will require different types of tagging tools.
