The term "fashion police" has been around for a long time.  To be honest, not certain the first use of the words.  It was basically used similar to the following.

Friend # 1: "Your outfit is hideous".

Friend # 2: "No it is not".

Friend # 1: "Yes it is.  If it was any uglier the fashion police would show up at your house and arrest you."

Fashion police can refer to people who are considered experts in dressing well and comment on the clothing worn by others. An example of fashion police are the stylists in fashion magazines who post pictures from clothing seen on celebrities and then state their opinions regarding if the look was good or bad.

In addition to the terminology as discussed above, the Fashion Police became a television show.  The Fashion Police on ENews The official site for Fashion Police show clips, photos, videos, show schedule, and news from E! Online. Fashion Police is an American television series that premiered on September 10, 2010, on E!. It was originally hosted by Joan Rivers and featured panelists.

The problem with fashion police:

Sometimes the fashion police are actually the style criminals.  Some people that comment on fashion worn by others are actually dressed hideously while they trash others.  A journalist, blogger, or small panel of potentially unfashionable people should not judge others.  Sometimes, the punishment from fashion police is actually the punishment to our ears when listening to their opinions about fashion.
